Municipal Court
The City of Caldwell Municipal Court’s mission is to provide access to a fair and impartial judicial system that is dedicated to administering justice with the utmost respect, integrity, and professionalism while providing excellent customer service in an effective and efficient manner so that public trust and confidence in the judicial system is upheld.
Plea
You must enter your Plea form by Mail, Email, Fax, or in person within 10 days of receiving your citation.
You may Pay the Fine to the Municipal Court Fine in full using a credit or debit card. You are given the option of citation number or driver license number along with your date of birth. (Note for citation please add the last two-digit year your citation was received example: citation number 2536 was the issued year 2019 now its 2536-19)
A Plea of GUILTY means that you admit that the act is prohibited by law, that you committed the act charged, and that you have no legal defense for your act. You should understand the following: You are innocent until proven guilty. Your plea of guilty may be used against you later in a civil suit. (ex: if there was a traffic accident another party can say you were at fault or responsible for the accident because you plead guilty to the security or driver’s license number or enter the vehicle information to access your current account.
A Plea of NO CONTEST means that you do not contest the charges against you. You will most certainly be found guilty unless you are eligible and successfully completed a driver safety course and /or deferred disposition. Also, a plea of no contest cannot be used against you in a subsequent civil suit for damages.
If you plead guilty or no contest, the fine may be paid online, by mail, or in-person with a money order or credit/debit card. If you need payment arrangement please contact the court for your options. . If you are unable to pay the fine and fees, there are alternative methods to satisfy payment of any fines or fees owed. You may appear or contact the court to discuss your options.
A Plea of NOT GUILTY means that you deny guilt or that you have a defense in your case, and the State must prove the charges against you. If you plead not guilty, you will need to decide whether to hire an attorney or represent yourself.
If you plead NOT GUILTY, the Court will schedule a jury trial unless you waive your right, and then the trial will be before the Judge (bench trial). The court will send you a notice setting the date of your trial.

Appearing in Court
If you are contesting your citation and wish to schedule a Pre- Trial, Bench or Jury Trial with the Judge and Prosecutor you will need to enter your PLEA REPLY FORM.
The court will notify you by mail of your trial date and time to appear. You must advise the court a correct mailing address.
All our Trial Hearings are held at Caldwell Civic Center (103 TX 21 West Caldwell, Texas 77836)
If you are not able to make your trial date you will need to contact the court at least 24 hours in advance.
All court dates will need written request to reschedule.
Driver Safety Course
If this is a moving violation charge that can be dismissed by completing a Driver Safety Course, and you wish to take the Driver Safety Course, to be eligible you Must:
- Have a Valid Texas Driver license or permit (No CDL’s)
- Have valid liability Insurance.
- Have not completed a Driver Safety Course within the past 12 months.
- Have not been cited for 25 mph over the speed limit.
- Did not leave the scene of an accident.
- It is Mandatory that anyone under the age of 25 must complete driver safety course.
Violations Occurring in a Constructions Zone while Workers Present are not eligible for DSC or Deferred Dispositions. Submit the following documents plea reply form/affidavit (link) within 10 days along with following items below.
- Affidavit signed and notarized.
- Proof of liability Insurance.
- Copy of valid Texas Driver license/ Permit.
- Court Cost amount of $ 144.00 in the form of a money order or cashier check.
You may submit forms and documents via email or fax and call in your payment of $144.00 to the court with a credit or debit card.
You will not receive a formal notice to take the Drive Safety Course. Once documents and payment is submitted you will have 90 days to complete the course.

Compliance Dismissals
Violations that may be dismissed within the court.
- EXPIRED DRIVER LICENSE may be dismissed upon proof of renewal to the court within 20 working days from the date of the citation with no penalty fee.
- EXPIRED REGISTRATION may dismissed upon proof of renewal and penalty fee paid to the Tax Office when registration is being renewed, and present to the Court within 20 working days with a $20 dismissal fee.
- FAIL TO REPORT CHANGE OF ADDRESS or NAME may be dismissed upon proof that the address/name changed and presented within 20 working days with no dismissal fee.
- PROOF OF INSURANCE may be dismissed is Insurance was valid at the time of stop, must be presented within 10 days of citation with no dismissal fee.
- DEFECTIVE EQUIPTMENT may be dismissed upon presenting proof of equipment repair within 10 days of citation with no dismissal fee.
Juveniles/Minors
All Juveniles 16 years and younger are required to appear in front of the Judge with a Parent/Guardian. The parent/ guardian must contact the Court to schedule an appearance date.
All Minors under 17 years of age with an Alcohol or Tobacco offense must appear in front of the Judge with a Parent/ Guardian. The parent/ guardian must contact the court to schedule an appearance date.
All Minors under the age of 21 with an Alcohol or Tobacco related offense must appear in front of the Judge. You must contact the court to schedule an appearance date.
Juveniles/Minors who fail to appear in court may have an additional charge of Failure to Appear filed against them. Juveniles who fail to appear or who fail to follow court orders will be reported to the Department of Public Safety, and their driver license will be suspended. If they do not have a driver license, they will not be able to obtain one until they have disposed of their case.

PURSUANT TO ARTICLE 542.404 OF THE TEXAS TRANSPORTATION CODE, FINES ARE DOUBLED FOR VIOLATIONS OCCURRING IN A CONSTRUCTION ZONE.

- 1-14 MPH OVER THE SPEED LIMIT $247.00
- 15-19 MPH OVER THE SPEED LIMIT $272.00
- 20-24 MPH OVER THE SPEED LIMIT $317.00
- 25+MPH OVER THE SPEED LIMIT $334.00

- Violations of the City Ordinance may carry a maximum fine of up to $2,000. The judge may assess the fine at his/her discretion within the fine range.
