City Benefits Philosophy
The City is concerned for the health and welfare of its employees and is committed to providing comprehensive, cost-effective benefits that assist employees in being physically and mentally healthy.
All benefit plans require employees to assume responsibility for the choices they make and to be informed on how to use their benefits effectively.
Eligibility
All benefits are available to regular full-time employees at the City of Caldwell. Full-time employees are those who work at least 30 or more hours per week, and are eligible for benefits beginning the 1st day of the month following 30 days of employment.
The City of Caldwell pays 100% of the Employee – Only premiums under the health, dental, vision, and basic life plans.
Health, Dental, & Vision Insurance
Health
The city offers employees medical insurance through BlueCross BlueShield of Texas.
Dental
The City offers employees dental insurance through BlueCross BlueShield of Texas. This plan helps pay for dental care and usually includes, checkups, cleanings, and X-rays.
Vision
The City offers employees vision insurance through BlueCross BlueShield of Texas. The vision plan covers routine eye exams, and other procedures and provides specified dollar amounts or discounts for the purchase of eyeglasses and/or contact lenses.
Life Insurance
Basic Life Insurance: The City of Caldwell life insurance can help provide for your loved ones if something were to happen to you. The City of Caldwell provides full-time employees with 150% of your annual salary to a max of $100,000 in group life and accidental death and dismemberment (AD&D) insurance. City of Caldwell pays for the full cost of this benefit – meaning you are not responsible for paying any monthly premiums.
Voluntary Life Insurance: Depending on your needs, you may want to consider buying supplemental coverage. Employees are eligible for group term life benefit, in addition to spouse and child(ren) this additional coverage is at the expense of the employee.

Retirement
All employees contribute 5% of pay on a pre-tax basis to the Texas Municipal Retirement System (TMRS). For each dollar an employee contributes, the City matches the contribution at 2:1. TMRS benefits include:
- Vested requirement of 5 years,
- Service retirement eligibility vested at age 60, or retirement at any age with 20 years,

Short-/Long-Term Disability
The City offers employees short term and long term disability insurance through Dearborn. All active, full-time employees working 30 hours a week are eligible to enroll, after 15 consecutive days of missed work and employee is out of sick and or vacation time.
Optional Benefits
The City offers multiple optional benefits through a Third Party Plan Administrator. The optional benefits consist of voluntary disability insurance, voluntary life insurance, accident coverage, and critical illness coverage as well as Medical Air Services Association.
